The consultant shall provide program implementation services for the Housing Rehabilitation Loan Program and the Paint Grant Program. For the Loan Program, services include program coordination, documentation and reporting, public outreach, assessment and communication, assistance with loan committee meetings, annual and bi-annual reporting, courteous service, professional conduct, applicant eligibility review, financial analysis, credit and asset verification, preparation of work specifications and cost estimates, inspections, lead-based paint testing coordination, contractor qualification checks, pre-construction meetings, preparation of required loan documents, coordination with other contracted firms for portfolio management and fund disbursement, fund control and project close-out activities, file maintenance, and ongoing administration of previously issued loans and repayments. For the Paint Grant Program, services include public outreach, application solicitation, applicant eligibility verification, collection and analysis of supporting documentation, coordination with homeowners on paint color selection, lead-based paint testing coordination, coordination with contractors, file preparation, before and after photo documentation, supervision and project clean-up, payment processing, completion notices, record maintenance and reporting, timely communications, and professional service. Responses must clearly address all items in the Scope of Work. Proposals must be clear, accurate, and comprehensive, organized per specified instructions, and address all required elements including summary sheet, table of contents, letter of transmittal, key personnel, management contacts, project management/schedule, proposal scope of work, experience, questionnaire, and certifications. Cost proposals must be submitted separately as specified. Only one proposal per proposer will be accepted and all material submitted will become the property of the City.
