Goals for minority participation in each trade 0.8% Goals for female participation in each trade 6.9% The goal for MBE is 1.5% of the total dollar value of the project. The goal for WBE is 2.4% of the total dollar value of the project. Question Deadline 10/16/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered. Water/Wastewater Infrastructure, Water Resources Infrastructure, Waterlines. The Project consists of the following scope of work. The Project consists of constructing approximately 20 miles of 4-inch, 6-inch, 10-inch and 12-inch diameter gasketed joint polyvinyl chloride pipeline, connections to existing pipelines, cleanouts, road and stream crossings, appurtenances, one (1) prefabricated steel meter vault, one (1) 175 KW generator set, and replacement of two (2) existing prefabricated steel booster vaults, required by the Project Drawings, Specifications, and Contract Documents. The project is located in Hand and Jerauld Counties in South Dakota. A Bid must be accompanied by Bid security made payable to Owner in the amount of ten (10) percent of Bidder's maximum Bid Price (determined by adding the base bid and all alternates) in the form of a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Condition or by a certified check or bank money order payable to the Owner in the amount of five (5) percent of the Bidders maximum bid price. Bidders on this work will be required to comply with the Presidents Executive Order Nos. 11518, and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the specifications. Bidders on this work are advised that the funding and/or regulatory agency for this project is the State of South Dakota. The low responsive bidder will be required to certify compliance with the Bui ld America Buy America Act. This certification form may be found on page BABAA-27 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. The low responsive bidder must fulfill the requirements of the Davis-Bacon and Related Acts Labor Standards for federally assisted construction contracts. These standards are located in the SRF General Conditions. Please be advised that waivers or exemptions from Bui ld America Buy America that cite International Trade Agreements DO NOT comply with the Bui ld America Buy America Act as it applies to the SRF programs. Claims from suppliers that Bui ld America Buy America does not apply to certain products based on the International Trade Agreement exemptions of the Bui ld America Buy America Act will not be accepted. Contractors shall make good faith effort to utilize Disadvantaged Business Enterprises (DBE) and/or Minority Business Enterprises (MBE) and shall provide documentation of the effort to solicit bids from qualified entities as provided in the Instructions to Bidders. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order No. 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the contract documents. The goal for MBE is 1.5% of the total dollar value of the project. The goal for WBE is 2.4% of the total dollar value of the project. Bidders on this work will be required to comply with the Equal Employment Opportunity regulations in 41 CFR Part 60 - 1.4(b) and all Civil Rights laws to include 1) Age Discrimination Act of 1975, 2) Section 13 of the FWPCA Amendments of 1972, 3) Section 504 of the Rehabilitation Act of 1973, and 4) Title VI of the Civil Rights Act of 1964. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the lowest responsible Bidder whose Bid is responsive to the invitation. The Owner also reserves the right to waive all technical irregularities in the bid that do not alter the price, quality, or quantity of the services or items of tangible personal property included in the bid. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
