Remove Pavement Markings, Signing and Striping, Install Type Q Bike Lane Detector Loop, Replace/Add Traffic Signal Detector Loop, Install Delineators and Video Detection Adjustments (per intersection) Scope of Work The project scope includes but is not limited to the following tasks and responsibilities: Question Submission Deadline:,October 7, 2025, 3:00pm Mobilization and Demobilization: Transport all necessary equipment, materials, and workforce to and from the project site. Complete final site cleanup after work is finished, including disposal of debris and unused materials. Ensure proper site restoration post-demobilization, leaving the area safe and clean. Storm Water Pollution Prevention and Erosion Control: Implement necessary measures to control stormwater pollution and prevent erosion during construction. Develop and execute the Storm Water Pollution Prevention Plan (SWPPP), ensuring regulatory compliance. Maintain erosion control methods throughout the project to protect surrounding environments. Traffic Control Plan, Traffic Control Implementation, and Construction Staging: Prepare and implement a comprehensive Traffic Control Plan (TCP) to manage and safely direct traffic around work zones. Set up temporary traffic signage, barriers, and lane closures per project specifications. Coordinate construction staging to minimize disruption and ensure worker safety. Removal of Existing Pavement Markings, Signage, and Striping: Remove all existing pavement markings, including raised pavement markers (RPMs), using the grinding method. Apply fog seal to newly prepared pavement surfaces to enhance durability. Installation of Type Q Bike Lane Detector Loops: Install 16 Type Q bike lane detector loops at designated locations. Test and verify proper functionality of all installed loops. Replacement or Addition of Traffic Signal Detector Loops: Replace or add 49 Type E and 202 Type E Modified traffic signal detector loops at various intersections as specified. Integrate loops with existing traffic signal systems and verify operation. Installation of Delineators: Install 63 flexible delineators along specified roadways or intersections to enhance driver visibility and safety. Adjustments to Video Detection Systems at Each Intersection: Perform necessary adjustments and calibrations to video detection systems at 27 intersections. Test video detection to ensure accurate traffic detection and signal timing adjustments. ***Additional work may be required, as indicated on the project plans. *** Additional Considerations: Quality Control: Implement quality control measures to ensure all work meets required standards. Conduct regular inspections throughout the project. Project Management and Coordination: Maintain ongoing communication with local authorities, stakeholders, and residents. Coordinate work phases to minimize conflicts and disruptions. Weather Contingencies: Develop contingency plans for adverse weather conditions that may impact project schedules. Adjust work methods as necessary to comply with erosion and stormwater control requirements. Question Submission Deadline: September 30, 2025, 3:00pm Question Response Deadline: October 1, 2025, 3:00pm Time is of the essence in the performance of the Work. The Work shall be commenced on the date stated in the City's Notice to Proceed. The Contractor shall complete all Work required by the Contract Documents within120 Working Days from the commencement date stated in the Notice to Proceed. Each Bid shall be accompanied by cash, a certified or cashier's check, or Bid Bond secured from a surety company satisfactory to the City, the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to City of Palm Desert to guarantee the Bidder will enter into a Contract with the City. There will be no Pre-Bid Conference for this project. The successful Bidder will be required to furnish a Faithful Performance Bond and a Labor and Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Price. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the Contract: Contractor License: Class A or C-32. Pursuant to Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, all Bidders must possess proper licenses for performance of this Contract. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Pursuant to Business and Professions Code Section 7028.5, the City shall consider any Bid submitted by a Bidder not currently licensed in accordance with state law and pursuant to the requirements found in the Contract Documents to be nonresponsive, and the City shall reject the Bid. The City shall have the right to request, and Bidders shall provide within ten (10) calendar days, evidence satisfactory to the City of all valid license(s) currently held by that Bidder and each of the Bidder's subcontractors, before awarding the Contract. Notwithstanding anything contained herein, if the Work involves federal funds, the Contractor shall be properly licensed by the time the Contract is awarded, pursuant to the provisions of Public Contract Code section 20103.5. Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the Contract: Contractor License: Class A or C-32 The Contractor may not change or modify the City's Change Order form in an attempt to reserve additional rights.
