The 2025 STREET RESURFACING PROJECT to be constructed consists of resurfacing Las Virgenes Rd and Lilac Trail and Gladiola Dr located in the Calabasas Highlands. The project to be constructed consists of the CONTRACTOR furnishing all materials, equipment, tools, labor, and incidentals as required by the plans, specifications, and contract documents for the coldplaning, reconstruction or repair of city streets and segments in the City of Calabasas. The work includes but not be limited to - saw-cutting; excavation, removal and disposal of the AC roadway section; cold-planing and disposal of AC pavement; replacement and compaction of subsurface material; setup and maintenance of temporary traffic control system; placement of crushed miscellaneous base and AC pavement materials; rehabilitation of berms and dikes; replacement of traffic striping and markings; and cleanup of the project area; and digout and patching of alligator cracked areas. The project areas could border residential homes; therefore, it is critical that noise and dust should be kept at a minimum during construction. Traffic control should be set up to allow for complete access to the offsite residents and businesses. This project is partly funded by an STPL federal grant and as such, is subject to federal compliance and procedures from bidding to closing of the project. Bidders are encouraged to review Caltrans STPL funding procedures prior to bidding. Contractors are required by law to be licensed and regulated by the Contractors' state license board. At the time the contract is awarded, The contractor shall be properly licensed in accordance with the laws of this state. The first payment fowork or material shall not be made unless and until the Registrar of Contractors verifies to the AGENCY that the records of the Contractors' State License Board indicate that the contractor was properly licensed at the time the contract was awarded. Any bidder or contractor not so licensed shall be subject to all legal penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State Board. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. (Public Contract Code 20103.5) The selected bidder is required to submit a bid guarantee in the amount of 10% of the total bid by bid due date as shown on the schedule. All bids for the project shall be presented using the following forms of bidder's security in the amount of ten percent (10%) of the bid: (a) a cashier's check made payable to the City of Calabasas; (b) a money order, (c) a certified check made payable to the City of Calabasas; or (d) a bidder's bond executed by an admitted surety insurer, made payable to the City of Calabasas.
