**As of October 30, 2025 , this project has not yet been awarded. The project is expected to be awarded on November 4, 2025.** Bidders are invited to submit sealed bids for the sandblasting of concrete panels and application of polyurea material in the West Canal in accordance with applicable industry standards, regulatory requirements, and District-supplied specifications. Bidders must comply with any applicable laws of the State of Washington related to public works contracts, including prevailing wage laws, and with any applicable federal laws. Bids must be on a unit price basis per schedule and in U.S. dollars. Bidders must perform an onsite inspection for field conditions, and failure to do so will render the bid non-responsive. Bid submissions require a security deposit in the form of a certified or cashier's check or bid bond on District form for at least 5% of the bid amount. Successful bidders must provide additional prescribed bonds, sign the Non-Collusion and Debarment Affidavit, and Certification of Compliance with Wage Payment Statutes form. Bidders and their subcontractors must have the required licenses and registrations. The District reserves the right to reject any or all bids and to waive irregularities as informalities. Description The lining project consists of the thorough surface preparation, supply and application of a polyurea sealant to repair cracks and construction joints in key sections of the West Canal within the Columbia Basin Project. The Main Canal application site is for 1,760 gallons of polyurea. The District will endeavor to minimize any interference between its crew activities, vehicles and equipment with the activities of the Contractor for the application of the sealing product. The Contractor is to coordinate with the District personnel. Scope of Work 1. Concrete Preparation a. Contractor will provide all equipment, material, man power and other pertinent equipment as needed for preparation of concrete liner. a. Locations to be lined in the West Canal are both side slopes and the floor of the concrete liner. b. Equipment must have the minimum requirements as follows: i. Compressor - Minimum 400 cfm ii. Compressor setting - 125 psi with a minimum of 115 psi at nozzle. iii. Abrasive - Kleenblast 16/300 grit c. Contractor shall prepare concrete by Sandblasting to have a surface profile greater than 24-grit sandpaper. The sandblast pattern shall be a minimum of 4" on each side of joint or cracks. d. Concrete shall be prepared such that it is clean, dry, sound concrete free of loose particles or other foreign matter.
