Island Palm Communities is a community in partnership with the U.S. Army as part of the privatization program, with locations at Ft. Shafter, Tripler, Red Hill, Aliamanu Military Reservation, Helemano Military Reservation, Wheeler Army Air Field, and Schofield Barracks on Oahu, Hawaii. The work and scope are provided in the Scope of Work document. The services are to be performed at the premises listed above. Question Deadline 10/17/2025 at 6:00 PM HT Bid Submissions: - Bids must be prepared in strict accordance with the instructions. - Complete the Contractor Qualification Form and Bid Form in full. - Upload all required documents as listed. - No verbal bids or modifications; no late bids will be considered. Performance Period: January 1, 2026 Through December 31, 2028 (Projected) Insurance Requirements This Contract Will Require the Contractor to Provide Proof of Insurance Prior to Commencement of Any Work. The Requirements Are Defined in the Attached Sample Work Order Master Agreement (See Exhibit B, Insurance Requirements for Non-enrolled Parties). a Sample Certificate is Also Provided With This Rfp for Reference. Performance and payment bonds are not required. Contractors must provide proof of insurance before starting any work, as defined in the Sample Work Order Master Agreement. Bidders must examine drawings, read specifications and contract documents, and visit the site of work to be fully informed of the conditions and limitations prior to bidding, including all costs necessary to perform the work as specified. No allowances will be made for lack of such examination or knowledge. Bidders may withdraw their bid at any time prior to the scheduled opening of bids. The contract, if awarded, will go to the responsible bidder who offers the best value, subject to qualifications, with Island Palm Communities reserving the right to accept or reject any bid, and waive informalities or irregularities in bidding. Proposals are private sector bids, not government procurement. Requests for information and clarification must be submitted as instructed.
