DEADLINE FOR QUESTIONS: October 28, 2025 SCOPE OF WORK The City of Lakeland (OWNER) is seeking competitive bids for construction services for hydrologic enhancements to a Flood Compensation Area and shoreline enhancement of the Lake Parker Existing Shoreline. The project area is located on the north-northeast shoreline of Lake Parker. The proposed construction activities include regrading the flood compensation area and shoreline within the project area for water quality enhancement and erosion control purposes, installation of a culvert into the flood compensation area for water level maintenance, and planting for ecological purposes. The plans delineate the specific improvement locations and project requirements. The work will be constructed utilizing land-based equipment. If necessary, small boats may be used to support deploying and retrieving the turbidity curtain, and turbidity sampling if required. Background The northern shoreline of Lake Parker, located in the City of Lakeland within Polk County, at Latitude/Longitude (28.0855, -81.9425), has the potential for habitat restoration, including the promotion of beneficial submerged aquatic vegetation, emergent aquatic vegetation, and forested vegetation plantings and management. Historically, the Project shoreline was altered due to mining activities, which are estimated to have occurred between 1958 and 1968. The effects of mining activities have resulted in steep topographic shoreline grades in various areas, with a minimal extent of littoral and aquatic vegetation. The Project was also created to facilitate the establishment of beneficial vegetation to improve water quality in the project area by re-establishing topographic contours along the northern shoreline of Lake Parker.
