Site work and new construction of a mixed-use development in Portsmouth, Virginia. Completed plans call for the construction of a one-story above grade parking garage; and one-story above grade municipal facility.
The City of Portsmouth, Virginia has received an unsolicited proposal under the Public-Private Education Facilities and Infrastructure Act (PPEA) from Ripley Heatwole Company, MEB, and their partners for the design and construction of a new City Hall building and associated parking garage on the former County Street Garage site at 220 County Street. The proposal offers to design and construct these facilities to address inefficient space utilization, high maintenance and energy costs, and accessibility limitations in the current City Hall. The proposal includes a financing option and a parking garage for staff and public use. Competing proposals are invited that comply with the City's PPEA Guidelines, which are available on the City website. Only electronic submissions through the Commonwealth of Virginia e-procurement website (eVA) will be accepted. The City reserves the right to reject any or all proposals, waive informalities, and cancel the solicitation at any time. Proprietary information in proposals must be designated according to the Guidelines.
