The City of Tampa seeks Professional Design-Build services for K-Bar Ranch Park Improvements as described in the attached Design Criteria Package. Total Project Budget $8,250,000. Firms desiring to provide these services must submit a single electronic file in searchable PDF format, smaller than 10MB, that includes the attached RFQ Transmittal Memorandum completed as appropriate, a Letter of Interest addressed to Brad L. Baird, P.E., Chairman, and referring to this RFQ by number, together with a Statement of Qualifications and any supplemental material allowing evaluation for further consideration (short-listing) based upon the following criteria/point system: Successful Comparable Project Experience (40 pts); Design-Build Experience (30 pts); Workload and Availability (5 pts); Past Performance/Low amount of City Work (5 pts); Standard Form #A305 (5 pts) (submit any confidential financial info in a separate PDF); "Ban-The-Box" (5 pts); Planned WMBE/SLBE Solicitation & Utilization, Form MBD 10, 20, & 50 (15 pts). The PDF file must be e-mailed BEFORE 2 P.M., November 6, 2025. The park is expected to include the following: o Multi-purpose fields o Playground o Picnic facilities o Paths and trails o Restroom facility with unisex bathrooms o Parking o Vehicular route connected to Paddock View Dr, and additional maintenance and emergency vehicle access from Mistflower Lane o Preservation of perimeter areas to protect large existing trees as well as other vegetation planted by Parks and Recreation, and protect and enhance wildlife habitats o Incorporate existing low areas and wetlands as amenities for park users with a boardwalk amenity, and excavation and plantings to produce fill material and enhance existing wetland areas o Park identification, Environmental Education, and Informational signage DESIGN CONSIDERATIONS o Provide Water, Sewer, Storm drainage, and Electrical services o Provide lighted multi-purpose athletic fields; provide lighting for security purposes o Provide irrigation for playing fields, critical lawn areas, and new plantings in accordance with CoT P&R specifications o Provide new water meter(s), 1" minimum, and backflow device(s). Backflow shall be above-grade. o Provide well for irrigation o Provide a MIR system controller in a stainless-steel cabinet for combined irrigation, lighting, and door locking controls. Provide underground electrical service to the cabinet. o The property should be able to be secured o Furnishings shall be attractive, heavy duty, durable, commercial grade products o Pavement within the park shall be capable of supporting service vehicles, including trash trucks and emergency vehicles.
