Construction of concrete capped sheet piles and concrete t-wall floodwalls from the River Terrace Inn to the south side of Lincoln Bridge and from the north side of Lincoln Bridge to just south of the Elks Lodge along the west bank of the Napa River. The project also includes building floodwalls at the existing Napa River Dry Bypass and constructing rock scour protection below Lincoln Bridge. The total project proposes about 1.3 miles of floodwall including through public access using metal stop-log and swing gate openings. The project includes utility relocations, pipe penetrations through the floodwall, roadway and trail resurfacing, construction of a new public trail and flood control maintenance road, a new midblock pedestrian crossing at Lincoln Avenue, and other items as shown in the plans and described in the special provisions and standard specifications. Background The Napa River / Napa Creek Flood Protection Project - Floodwalls North of the Bypass, is a flood control project that provides riverine flood protection for the City of Napa. The project is managed by the Napa County Flood Control and Water Conservation District in cooperation with the US Army Corps of Engineers (USACE). The project is funded by Napa County Measure A (temporary sales tax, now ended) funds, Federal appropriations, and the State of California. The Floodwalls North of the Bypass Project is directly controlled and overseen by the Napa County Flood Control and Water Conservation District under a Section 204 partnership with the USACE.
