Allegany County is seeking construction management firms to provide construction management services for a new mixed-use Department of Public Works (DPW) Complex, including a 39,715 sq. ft. building with shop bays and offices, three outbuildings, a fuel island, and associated site and infrastructure work. The scope includes start-up assistance, daily on-site inspection and supervision (including weekends and second shift), coordination of all contractors' activities, site clean-up, safety review, cost tracking, schedule monitoring, quality control, and all documentation and reporting requirements from construction through closeout. The Construction Manager must coordinate submittals, RFIs, change orders, and all communications through specified project management software, and is responsible for maintaining records, progress documentation, and preparing reports. The selected firm must have at least five years of relevant experience and must not perform trade construction work. Proposals must include staff plan, qualifications, references, insurance, and a detailed fixed sum cost proposal (with phases for construction and closeout). All incidental expenses must be included in the fee, and alternative fee proposals may also be submitted. Bidders are required to describe their approach, methods for minimizing disruption and containing costs, project tracking capabilities, and understanding of the scope of services required.
