Location Where Work Will Be Performed: DMV Customer Service Center, 5745 Poplar Hall Drive, Norfolk, VA 24502 PERIOD OF CONTRACT: The contract term shall begin upon the notice to proceed for (10) ten days which shall include completion of the scope of work and all deliverables to the satisfaction of the Virginia Department of Motor Vehicles. Sealed bids are invited for the construction of DMV - Customer Service Center Norfolk, Military Circle Sewer Lateral Repair Project at 5745 Poplar Hall Drive, Norfolk, VA 23502. The project is generally described as repair and replacement of significant defects that are causing re-occurring maintenance issues. Work will include replacement of the sanitation lines from the facility to the main. If any prospective Bidder has questions about the specifications or other solicitation documents, the prospective Bidder should contact the Contracting Officer whose name appears on the face of this solicitation, in writing, no later than 12:00PM EDT, February 23, 2026 (8) business days before the due date. All inquiries must be submitted in writing to Judi L. Whitt, VCCO via email at judi.whitt@dmv.virginia.gov. Please include "IFB - 154-26-112749" in the title of the message. The project is generally described as repair and replacement of significant defects that are causing re-occurring maintenance issues. Work will include replacement of the sanitation lines from the facility to the main Scope: Repair sewer lateral(approximately 30') PhaseI - Mobilization, staging, and excavation Phase II- Repair- replacement of approximately 30' of 4" sewer piping from building cleanout to the main line. Replacement will consist of 4" PVC pipe. Phase Ill-Restoration- backfilled with temporary layer of aggregate crusher, demobilization (Note: pavement to be completed later by a different project). Theintent is to repairthe collapsing sewer lateral to prevent future blockages. Traditional excavation will be the primary and preferred method of the repairs due to the extent of the piping that requires replacement. The work will consist of tying the replacement line into the existing lateral and complete replacement to the main. All connections need to be completely sealed to prevent see page and infiltration into the sewer system. Total excavation is approximately 13.5 cubic yards (to include asphalt, gravel subbase, and soil fill). Asphalt should be cut priorto excavation to mitigate structure damage. Current site conditions: Asphalt is approximately 2" in thickness with another B" of compacted aggregate under the asphalt as the primary subbase. Fill dirt is the anticipated final subbase. Estimating that the sewer lateralis approximately 4' depth. Parking curbs will need to be removed and then reinstalled. Once the pipe replacement is completed, back fill with compacted fill dirt, compacted gravel, and then temporary crusher fill (matching existing conditions. Fill back to existing with at least 12" layer of 46 aggregate crusher run). Pavement to be redone under separate project after this line replacement project is complete. Other utilities need to be marked and labeled prior to excavation. Any modifications need to be approved prior to work commencing. Any laydown areas need to be pre-approved and cordoned off. The contractor will be responsible for any materials, tools, equipment, and supplies left onsite prior to and during the construction process. The contractor will be responsible for site clean-up and conditions upon completion of the repair project. The contractor shall be a class A contractor in the Commonwealth of Virginia for a minimum of (3) years under the same business name and license. The contractor shall also be registered under the established regulations as identified by the Virginia Board of Contractors, Department of Professional and Occupational Regulations.
