Site work for a municipal facility in West Milford, New Jersey. Completed plans call for site work for a one-story above grade municipal facility.
The scope of work is for the Proposed Handicap Accessibility Ramp for the Town Hall Annex Building. Bidders are instructed to use the prepared Proposal Form and submit each proposal in a sealed envelope addressed to the Township Clerk, marked with the name and address of the bidder and the contract being bid. Bids must be submitted before the specified date and time, and must include all required forms and documentation. The specifications and contract documents address prevailing wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, and participation by Section 3 residents and businesses. Proposals must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten percent of the amount bid and not to exceed $20,000, payable to the Owner, and are to be held as a guarantee that, if the bid is accepted, the contract will be duly executed and performed. The successful bidder must furnish a performance and payment bond in the amount of 100 percent of the accepted bid amount, as well as the required insurance. The Township reserves the right to award the contract to the lowest responsible bidder and to consider the Base Bid and any combination of alternate bids. Bidders must comply with all regulatory and statutory requirements outlined in the specification documents, and must ensure bid proposals are clear, duly signed, and complete with all required forms and certificates. Instructions must be followed exactly or the bid may be declared non-responsive. Required documents to accompany each bid include: Certified Check, Treasurer's Check, or Bid Bond; Consent of Surety; Corporation or Partnership Statement Form; Non-Collusion Affidavit; New Jersey Business Registration Certificate; Acknowledgement of Receipt of Changes to Bid Documents Form (if applicable); and required CDBG Regulatory forms.
