The Clay County Board of County Commissioners is requesting quotes from qualified and licensed water well contractors for the abandonment of the existing residential well and the construction of a new potable water well located at 4087 Pinto Road, Middleburg, Florida. Question Deadline 10/15/2025 at 4:30 PM ET Question Response Deadline: October 17, 2025, 4:30pm Substantial Completion shall be accomplished within sixty (60) days from Notice to Proceed. The Contractor shall be assessed Liquidated Damages (LD) of $100.00 for each day past final completion date set by the contract. The Contractor shall achieve Final Completion of the Project no less than thirty (30) calendar days after the delivery of the Punch List by the County to the Contractor. The Contractor shall furnish all labor, materials, equipment, permitting, and incidentals necessary to abandon the existing well and construct a new Salt and Pepper well for portable water to ensure a safe and reliable water source for the residence. The project shall include, but is not limited to the following: Permitting and Pre-Construction The Contractor shall: Obtain all required permits from Clay County, the St. Johns River Water Management District (SJRWMD), Florida Department of Health and any other applicable agencies prior to mobilization. Maintain required setbacks per applicable permit requirements which shall include, but not limited to: Distances from Septic Systems Drain-Fields Surface Water Bodies Property lines Potential Sources of Contamination. Coordinate with the County's Project Manager or designee to confirm site access, staging area, and schedule. Abandonment and Closure of Existing Well Contractor shall: Locate and positively identify the existing well. Remove pumping equipment, casing, or other obstructions as necessary. Ensure the well is abandoned in accordance with Rule 62-532.500, F.A.C., and the Florida Department of Health procedures, which may include, but not limited to: Disinfecting the well prior to sealing. Filling the well with approved grout or clean sand/cement slurry from bottom to top. Sealing the top to grade to prevent surface infiltration. Submit an Abandonment Report as required by state and local regulations. Drilling, Well Construction, and Equipment Installation Contractor shall: Drill a new well shaft to the required aquifer depth Install casing and screen materials that meet ASTM/API standards, ensuring the casing is properly seated and sealed to prevent cross-contamination between aquifers. Grout the annular space with approved sealing material to the required depth. Pressure-test casing and seals to confirm integrity. Furnish and install a properly sized submersible pump, motor, drop pipe, and electrical wiring. Install a pressure tank and control switch sized to meet the potable water needs of the residence. Provide all required electrical connections, conduit, and trenching. Complete the installation with a sanitary well cap extending at least twelve inches (12) above finished grade. Disinfection and Testing Contractor shall: Disinfect the well in accordance with Florida Department of Environmental Protection (DEP), St. Johns River Water Management District (SJRWMD) and Florida Department of Health. Perform initial water quality testing for bacteria, nitrates, and any additional parameters required by the County or Florida Department of Environmental Protection (DEP). Conduct a pumping test to verify flow capacity and drawdown. Provide certified water test results to applicable agencies and the County Project Manager or Designee. General Requirements and Site Restoration Contractor shall: Be responsible for ensuring safe work practices and site security during construction. Restore all disturbed areas to pre-construction condition, including backfilling, grading, and sodding/seeding as appropriate. Remove all debris from site and dispose of the debris appropriately at the Contractor's expense.
