- Preparation of an Analysis of Brownfield Cleanup Alternatives (ABCA). - Development of a Community Involvement Plan (CIP) and facilitation of at least four community meetings. - Establishment and maintenance of an Administrative Record. - Preparation and implementation of a Quality Assurance Project Plan (QAPP). - Oversight and management of cleanup activities, ensuring compliance with all applicable federal, state, and local regulations. - Preparation of quarterly performance reports in EPA's ACRES system. - Ensuring compliance with Davis-Bacon Act prevailing wage requirements and Build America, Buy America (BABA) provisions. - Assistance with procurement of remediation contractors, including bid support and Davis-Bacon wage determinations. - Preparation of final cleanup documentation and verification by a Qualified Environmental Professional (QEP). The Town of Pennington Gap, Virginia is soliciting proposals from qualified environmental consulting firms for professional services related to the cleanup of the Creech Building site, located at 41675 W. Morgan Ave., Pennington Gap, VA. Proposals must be submitted by November 5, 2025, by 4:00 PM EST. The Town reserves the right to reject any or all proposals.
