Enclosed is a Request for Qualifications from qualified engineering firms interested in working with the City of Gordon in its effort to undertake design and construction management of a water and sewer improvement project. This may be submitted on a flash drive, CD, or via email to klayrock@mg-rc.org. Zip files will be rejected via email. All proposals must be sealed and should be clearly labeled. Proposals received after the specified date and time will not be considered. This selected engineering firm will be expected to work with the City of Gordon to complete preliminary engineering work associated with Community Development Block Grant (CDBG) funded water and sewer improvements. Funding for project work will be contingent on the award of grant funding. Questions should be submitted no later than fifteen (15) calendar days before the deadline. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Section 3 Residents and Business Concerns are encouraged to apply. This project must ensure that employment and other economic opportunities generated by CDBG funds shall, to the greatest extent feasible, and consistent with federal, state, and local laws and regulations, be directed toward low and very low-income persons and to business concerns which provide economic opportunities to low and very low-income persons. This project must affirmatively further fair housing. Steps must be taken to analyze impediments to fair housing choice and overcome identified impediments. This project must also ensure that no qualified individual with a disability shall, by reason of such disability, be excluded from the participation in or be denied the benefits of services, programs, or activities of a public entity, or be subjected to discrimination of any such entity.
