Macon-Bibb County is seeking a Construction Manager to oversee the Law Enforcement Center's expansion. The project will include the demolition of the Higgins Building located at 651 Hazel Street, Macon, Georgia and the expansion of the existing Law Enforcement Center's main jail. The construction management at risk services will consist of pre-construction and construction services, including but not limited to assisting the Architect and Owner in design, scheduling/phases, and estimating/budgeting. Submissions must be clear, concise, and organized, emphasizing the vendor's ability to meet RFP requirements. Respondents must provide background information, experience, project management approach, project understanding, and a price proposal. Technical and Cost Proposals should be submitted in separate envelopes. Required submission elements include a cover letter, executive summary, experience and qualifications of key personnel, licenses, references, examples of similar past projects, and an approach to project management and understanding of the scope of work. Bidders must also submit various forms such as a Price Proposal Form, Proposer Qualification Form, List of Sub-Consultants, Minority Participation Goal, Financial & Legal Stability Statement, Georgia Security and Immigration Compliance Act (E-Verify) Affidavit, and Non-Collusion Affidavit. The winning firm must have at least ten years of relevant experience, be licensed to do business in the State of Georgia, and be financially and legally able to perform the required services. For contracts exceeding $25,000, a Payment Bond and a Performance Bond, each in the amount of 100% of the Contract Price from an appropriately rated and licensed surety, are required. Bids must be accompanied by a bid bond not less than 5% of the base bid. Local preference is given to County businesses within 5% of the lowest responsive and responsible bid.
