The City of Fort Collins is requesting proposals from qualified Service Providers to provide regular grease interceptor inspections and follow-up inspections as needed at various locations within the City of Fort Collins. Bid submission must be electronic. Question Deadline 10/13/2025 at 3:00 PM MT All questions should be submitted, in writing via email, to JD McCune, Senior Buyer at jmccune@fcgov.com, Please format your email to include: RFP 10230 Grease Interceptor Inspection Services in the subject line. Questions received after this deadline may not be answered. Responses to all questions submitted before the deadline will be addressed in an addendum and posted on the Rocky Mountain E-Purchasing System webpage. A. Scope of Work 1. Perform regular grease and sand/oil interceptor inspections and follow-up inspections as needed. The company shall develop an inspection scheduling program based on semi-annual inspections for installations and more frequent inspections for those locations with a history of violations or problems as determined by City staff. Inspections occur on a quarterly basis; all interceptors are inspected a minimum of twice per year. An interceptor which fails will be inspected again the following quarter (up to four times per year). Inspections consist of: a. Introducing themselves to manager/owner and describing what they are there to do if the business is open b. Opening both the primary and secondary chamber by removing manhole cover (smaller grease traps may be under-the-sink interior units and not require removing a manhole cover) c. Using a measurement tool to take a core sample d. Determining percentage of Fats, Oils and Grease (FOG) and solids e. Recording measurements and calculate percentage to determine pass/fail f. Ability to determine if interceptor is in need of repair and communicating that to the manger/owner g. Replacing manhole cover and leave area in same or better condition h. Discussing results with manager/owner, providing them in writing i. Discussing City rules and regulations with manager, if necessary j. Managing pumping manifests for facilities where physical sampling is not possible or appropriate. The awarded Vendor's inspector will need to be able to handle themselves well as they are representing the City and personnel at the business may not be appreciative of the process and the result 2. As new interceptors are discovered or built, provide to the City an updated listing of all grease and sand/oil interceptors that are known in the City's service area. The inspector will also be required to meet with the business owner and discuss the program, Best Management Practices (BMPs) and answer questions. 3. Provide an alphabetical list of registered company names and phone numbers that currently provide grease pumping services in the City to grease interceptor owners upon request. This list must be verified and updated at least annually. 4. The Services described in this RFP involves heavy public contact in potentially contentious situations. The awarded Service Provider will be representing the City and must maintain a high level of professionalism at all times. There is also considerable outreach and education that will be required by the Service Provider. 5. Awarded Service Providers shall not provide grease interceptor cleaning, pumping, or treatment services or products, for any interceptors they have inspected and shall not recommend any one company over another to provide those services.
