Owensboro Municipal Utilities requests proposals for engineering, architectural services, procurement support, and construction support for the installation of a Granular Activated Carbon (GAC) system at its existing 30 MGD Cavin Water Treatment Plant. The project addresses the need to comply with the U.S. EPA's finalized standards for Per- and Polyfluoroalkyl Substances (PFAS) in drinking water, specifically targeting PFOA and PFOS at a limit of 4 PPT. The proposed solution involves adding a GAC system to the current treatment process, with a new contactor building to be located north of the CROM tanks. Owensboro Municipal Utilities reserves the right to reject any or all bids and to waive irregularities.
