Renovation of a mixed-use development in Beloit, Kansas. Completed plans call for the renovation of a 9,570-square-foot, two-story above grade multi-residential development; and 28,500-square-foot, three-story above grade multi-residential development.
The City of Beloit is seeking qualifications and proposals from qualified environmental consulting firms for professional environmental services to coordinate cleanup activities in two buildings on a 0.8 acre, City-owned brownfield site at the former Kansas Industrial School for Girls in Beloit, Kansas. The work is to address asbestos abatement and lead paint abatement, funded by a federal Brownfields Cleanup Grant. Proposals must meet federal and state requirements and coordinate with the City, relevant regulatory authorities, and the EPA. The project involves separating costs for appropriate funding sources, with activities budgeted at approximately $363,000 for cleanup, $54,000 for QEP services, and $1,620 for other activities, to be completed primarily by summer 2027. Site visits are encouraged but not required. Proposals will be reviewed for completeness and qualifications according to specified criteria, with the top scoring respondents potentially interviewed. Qualified Woman-owned, Minority-owned, and Veteran-owned businesses are encouraged to respond. The selected Respondent will be responsible for: o developing all required project plans, including a sequencing strategy; o preparing plans and specifications for cleanup activities and bid documents; o conducting a bidding period; o assisting the City of Beloit in selecting a cleanup contractor; o maintaining site security and coordinating schedule with adjacent landowners, as needed; o providing oversight of cleanup contractor; o conduct 3 rd party air sampling; o performing post-cleanup sampling; o provide written close out report; o assisting with community engagement activities, as needed; and o coordinating with the Kansas Department of Health and Environment, Bureau of Environmental Remediation, EPA and other agencies and partners.
