The project consists primarily of remediating the exterior slopes in accordance with the plans and specifications for the Closed Kailua Landfill Maintenance and Vegetation Control. The work requires furnishing all tools, equipment, materials, and labor necessary for construction at the specified location. Bidders must possess a valid State of Hawai'i General Contractor license and be registered as a Public Purchase Vendor for the Hawai'i Region and Hawai'i County Agency. Bids must be submitted electronically via the Public Purchase System. All prospective bidders are required to file an "Intent to Bid" with the Director of Public Works no later than 4:30 p.m., ten calendar days prior to the bid opening date. A completed and notarized Standard Qualification Questionnaire for Offerors (SQQO) must also be received by the Administration Office of the Department of Public Works at least forty-eight hours before the bid opening. A pre-bid conference and site visit are strongly encouraged for all prospective bidders. Bidders must have either an "A" General Engineering license or a "B" General Building Contractor license. Only work for which the contractor is appropriately licensed may be performed directly; other work must be completed by licensed entities. Offerors must comply with tax clearance, unemployment insurance, workers' compensation, temporary disability insurance, prepaid health care, and business registration requirements. Compliance with specific state laws regarding campaign contributions, employment of state residents, and preferences for apprenticeship programs is also required.
