Site work for a civil project in Sikeston, Missouri. Completed plans call for site work for a one-story above grade water / sewer project.

**As of March 18th, 2026 this project has not yet been awarded. A timeline for the award has not yet been established.* Sikeston PAWS seeks a qualified contractor to remove, dispose, relocate, and replace the existing septic tank system serving the facility at 1900 Compress Road. Work includes permitting, coordination with Missouri One Call, installation of a new septic system sized for current/future use, lateral field work, restoration, and close-out documentation, in compliance with Missouri DHSS, Scott County Health Department, and City of Sikeston requirements. Questions concerning this project should be directed to Maintenance Supervisor Billy Smith by phone at (573)471- 2512, email bsmith@sikeston.org or in person at Sikeston City Hall located at 105 E Center, Sikeston, MO 63801 Questions concerning this project should be directed to Captain Jon Broom, 573-471-6200 or jbroom@sikeston.org. 1) Pre-Construction / Site Preparation o Joint pre-work inspection with Owner's representative. o Utility locates (Missouri One Call) and protection; provide traffic/safety controls and erosion/sediment measures. o Establish laydown areas and protect existing improvements and animal operations. 2) Septic Tank Pump-Out, Removal & Disposal o Pump/clean existing tanks to regulatory standards. o Excavate and remove existing tank(s) and associated appurtenances. o Legal disposal at licensed facilities; provide disposal manifests. o Backfill/compact abandoned excavations to finish grade if tank location is abandoned. 3) Relocation & Replacement o Excavate new tank location per Owner direction and Health Dept. approval. o Furnish & install new septic tank system (precast concrete or fiberglass) sized for facility occupancy/flow; provide risers and secure, accessible cleanouts. o Relocate/reconnect building sewer(s) to new tank; verify slopes, bedding, and tracer wire where required. o Lateral field: install new or connect to approved existing field per Health Dept. design; include distribution box(es), aggregate, fabric, and pipe per code. o Materials: Schedule 40 PVC (or approved equal) for piping; aggregates and fills to code. o Provide freeze/thaw and traffic-rated components where exposed to vehicles. 4) Inspections, Testing & Commissioning o Coordinate all Health Department and City inspections; provide as-built sketches. o Function test: verify watertightness, flow, and access to risers/cleanouts. o Owner training: basic O&M overview and maintenance intervals. 5) Restoration & Closeout o Backfill/compact to grade; restore with topsoil/seed or gravel to match existing. o Submit as-builts, permits, inspection approvals, and warranty documents 6). Permits, Codes & Compliance o Contractor shall obtain/pay for all permits, licenses, and inspections o Comply with Missouri DHSS, Scott County Health Department, and City of Sikeston codes, and applicable environmental regulations. o Maintain required general liability and workers' compensation insurance; provide proof prior to NTP. 7). Contractor Qualifications o Licensed & bonded in State of Missouri, current City of Sikeston Business License. o 3+ years of verifiable experience installing/replacing septic systems. o Provide 3 references for similar projects completed in the last 5 years (including contact info, scope, and final cost). 8). Schedule o Start: within 14 calendar days of Notice to Proceed. o Substantial Completion: within 45 calendar days of NTP (unless approved otherwise). o Final Acceptance: after Health Dept./Owner approval and closeout deliverables. 9). Warranty o Minimum 1-year warranty on workmanship and installation from Final Acceptance. o Transfer all manufacturer warranties to Owner at closeout. 10). Submittals Required with Bid o Lump-sum price including labor, materials, disposal, permits, testing, restoration, and all incidentals. o Cost breakdown of major components (tank, piping, lateral field, pumping/disposal, restoration). o Proposed start/finish dates. o Proof of insurance & licensing. o References o Signed Bid Return Sheet (attached) and signed/notarized Non-Kickback & Non-Collusion Affidavit (attached). 11). Evaluation & Award Awards will consider responsiveness, responsibility, price, schedule, experience/references, compliance with specifications, and City interests (including local preference). The city may waive irregularities and reject any/all bids. All bids are subject to the terms and conditions set forth in in the bid packet.
