All bids are to be submitted through www.bidexpress.com by 12:00pm Eastern Time on October 17, 2025. No physical bids will be accepted. Bidders may view the project and all components on www.bidexpress.com under Avon Lake Regional Water. Bids must use the proposal form included on Bid Express. A bid bond payable to the City of Avon Lake, Ohio in an amount equal to 10% of the total bid is required to accompany the bid as a guarantee. The successful bidder must provide certification issued by the State of Ohio, Industrial Commission and Bureau of Worker's Compensation for the contract period, provide the Law Director with a copy of liability insurance holding the City of Avon Lake and the Board of Municipal Utilities harmless, provide an affidavit that all contractor indebtedness on account of material incorporated into the work or delivered on site and labor performed has been paid, provide an affidavit of compliance with Revised Code Section 3517.13 (non-collusion/political contributions), and provide a notarized statement that the bidder is not delinquent in personal property taxes in Lorain County, according to Revised Code Section 5719.042. A performance bond acceptable to Avon Lake Regional Water is required in an amount equal to the contract price. All employees working under this contract must be paid the prevailing wage established by the Department of Industrial Relations of the State of Ohio. Avon Lake Regional Water, through the Board of Municipal Utilities, reserves the right to reject any and all bids, and to waive any informality in the bid at its discretion.
