The MRO Hangar Site Surcharge Package project is a preliminary work package to mobilize, clear and grub the site, grade the site, install geotextile fabric, surcharge the site with sand fill, install wick drains, install settlement plates, and monitor the surcharge program. The duration for substantial completion is 180 calendar days. Bidders must be licensed under LA R.S. 37:2150-2164 for Commercial Construction and must indicate their license number on the bid and envelope. A Disadvantaged Business Enterprise (DBE) goal of 4.47% is set, requiring good faith efforts to meet this goal. Bidders must submit security in the amount of at least five percent (5%) of the total bid price. All required Certificates of Liability Insurance must list the Iberia Parish Airport Authority as "additionally insured." The contract is subject to Buy American provisions, Equal Opportunity requirements under Executive Order 11246, certification regarding Foreign Trade Restrictions, Davis Bacon Act wage requirements, and the Drug Free Workplace Act. All applicable Federal, State, and Local laws, ordinances, and regulations apply. The Owner reserves the right to reject any and all bids for just cause. Official bid documents are available electronically through Central Bidding, and bid questions must be submitted to Royal Engineers & Consultants via email. The project is funded by Federal and State Grants, which may not be available at the time of bidding; if adequate funding is not secured within 45 days after bid opening, all bids may be rejected and solicitation canceled.
