Clarification Deadline 10/23/2025 2:00 PM , All questions about the meaning or intent of the Bid Documents must be submitted to the Citys ProcureWare website The work consists of removal and disposal of the slab (the "Project") located at the Site. Refer to Section 01110, which describes, inter alia, the following tasks: a. Installation and maintenance of sediment and erosion and stormwater control measures in preparation for cleanup and demolition activities. b. Deactivation, disconnection, and capping of utilities or confirmation c. Removal and disposal of polychlorinated biphenyl ("PCB") containing concrete slab at concentrations>1 part per million (ppm). Waste must be managed and disposed of as PCB Remediation Waste as defined in 40 CFR 761, otherwise known as the Toxic Substances Control Act ("TSCA"). d. Removal and disposal ofPCB containing concrete slab at concentrations>1 ppm but <50 ppm. Waste must be managed and disposed of as non-TSCA PCB Remediation Waste in accordance with Connecticut state regulations. e. Removal and disposal of concrete slabs contaminated with volatile organic compounds ("VOCs"), petroleum and/or metals, some of which may be characterized as Resource Conservation and Recovery Act ("RCRA") Hazardous Waste. f. Removal and disposal ofcontaminated soil containing TSCA regulated PCBs, VOCs, petroleum, and/or metals, some of which may be characterized as RCRA Hazardous Waste. g. Demolish and dispose of all remaining building slabs, walls, footings and other foundation components. h. Backfill and compact the resulting excavations and foundation cavity. All the items are identified in technical specification Divisions 02 and 13 should be included in the individual base bid and alternate bid items as described on the Bid Form. This contract is subject to state contract compliance requirements, including nondiscrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
