The scope of services includes interior renovation of the library per the contract documents and technical specifications. Work includes, but is not limited to, non-structural partitions, floor, wall, and ceiling finishes, casework, built-up flooring, redistribution of HVAC in Children's Library, interior lighting, interior power distribution, associated demolition, and any related components shown within the plans and technical specifications to provide a complete and functional installation. Bid proposals must be accompanied by a bid deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent of the bid proposal. Bids must be submitted in envelopes marked with the bidder's name, project title, and project number at the specified time and address. Access to project bid documents is available through Builders Exchange of Washington (BXWA). It is recommended that bidders register to receive notifications of addenda. Bids from bidders not listed on the self-registered bidders list may be returned unopened. The contractor must comply with prevailing wage requirements for Clark County. The City encourages the use of American-made products and participation of disadvantaged, minority, women-owned, and small businesses. Compliance with the Americans with Disabilities Act, Civil Rights Act, and E-Verify requirements is mandatory. The City reserves the right to reject any or all proposals and waive minor irregularities or informalities.
