Site work for a civil project in Trinity, Texas. Completed plans call for site work for a water / sewer project.

Question Deadline 10/23/2025 at 5:00 PM CT All questions to be submited online at under the project Q&A section Water Plant No. 1 Piping, Tank and Electrical Improvements The Project includes the following Work: Piping Modifications: Relocate GST fill line with appurtenances and reconnect LAS to new fill line Tank Improvements: Remove and replace GST vent with new neck and flange. Filter System Updates: Install 6" backwash flow meter, convert chlorine injection points to sample taps, and replace backwash drain line. Site Upgrades: Install aluminum handrail at sewer inlet and new electrical conduit with four (4) outlet units. This contract is to be funded through a loan obtained from the Texas Water Development Board as part of the DWSR Fund. There are a number of special provisions for this funding that bidders, by submitng a bid, acknowledge understanding, including the following: A contract is contingent upon release of funds from the TWDB. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. This project is subject to the American Iron and Steel (AIS) requirements of 33 U.S.C ti1388 for Clean Water State Revolving Fund projects or Public Law 114-113, Consolidated Appropriations Act, 2016, or subsequent appropriations acts, for Drinking Water State Revolving Fund projects. Any contract(s) awarded under this Invitation for Bid is subject to the American Iron and Steel (AIS) requirements of Section 608 of the Federal Water Pollution Control Act. Any contract(s) awarded under the Advertisement for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriations acts and Section 1452(a)(4) of the Safe Drinking Water Act (42 U.S.C. 300j-12(a)(4)), as applicable. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. Davis-Bacon prevailing wage requirements apply to the construction, alteration or repair of treatment works carried out, in whole or in part, with assistance made available by the Drinking Water State Revolving Fund (DWSRF). Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. A Certified check or bank draft, payable to the order of WESTWOOD SHORES MUD or negotiable U.S. Government Bonds (at par value) or a satisfactory Bid Bond executed by the Bidder of an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. The Successful Bidder will be required to furnish Performance and Payment Bonds in accordance with the Contract Documents. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except time of submitting a Bid. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The Successful Bidder, if any, will be the responsible Bidder which in the Board's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
