Sealed bids will be received for the Irishtown Sewer Separation Project, Contract No. 2025-02. Equipment and services to be provided shall be according to the specifications available at the office of KLH Engineers, Inc. and the Borough building, as well as online at the provided PennBid portal at no cost. Bids must include a certified check payable to Carnegie Borough or a bid bond executed by the bidder and a surety company approved by the owner, in an amount equal to ten percent (10%) of the total bid. The successful bidder shall provide a performance surety in the amount of one hundred percent (100%) of the contract amount. All bidders must submit an E-Verify Program Verification. The Carnegie Borough reserves the right to award, reject any and/or all portions of submitted proposals, and waive informalities in the bidding process if in the best interest of the authority. All qualified bidders are invited to submit a proposal. The project is financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The work included under this contracts covers the furnishing of all labor, materials, tools, and equipment required to complete the work as described herein, shown on the Contract Drawings and necessary for complete operating facilities. The work under Contract No. 2025-02 generally consists of new construction of a storm sewer main, inlets, capping and filling existing sewers discharging into the combined system, a new stormwater outfall, etc. All construction work is proposed to be performed along 6th Street, 3rd Avenue, and 5th Street in Carnegie Borough, Allegheny County, PA. Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the "Messages/Vendor Discussions" feature in PennBid no later than five (5) days prior to the date for receipt of bids. A. All work shall be performed in accordance with the requirements of the Contract Documents. All materials and equipment furnished shall conform to the descriptions and requirements and all work shall be constructed complete in order to provide the OWNER with an operable installation which is ready for service. B. Work under Contract No. 2025-02 includes work shown on the Drawings and described in these Technical Specifications in: Division 1, Summary of Work; Division 2, Site Work; Division 3, Concrete. This CONTRACTOR is designated as the "coordinating contractor" and is responsible for overall scheduling, expediting, site supervision and all other duties required to maintain orderly construction. C. Each CONTRACTOR shall consult the requirements of all Divisions and all contract drawings in determining the scope. D. Each CONTRACTOR shall make his own arrangements concerning requirements for field offices; utilities; tool, equipment, and material storage; and toilet facilities.
