Renovation of a municipal facility in West Sacramento, California. Completed plans call for the renovation of a 1,100-square-foot municipal facility.
The following is a list of tasks that are intended to be the responsibility of the Contractor pursuant to this Request for Proposals ("Scope of Work "). Project Area: Approx. 1,100 SF (20' x 40' plus 35' x 6') The scope of work includes fabrication, delivery, and installation of a prefabricated, (or Custom) waterproof roof covering system over the open space between existing modular restroom and locker buildings. The goal is to provide a durable, code-compliant, and weather-resistant structure that integrates seamlessly with the existing modular infrastructure. Background As part of the City of West Sacramento's ongoing efforts to enhance the functionality and accessibility of its newly established Public Works Corporation Yard, eight modular buildings were recently installed to support departmental operations. These include restrooms, locker rooms, administrative offices, and support facilities. To improve usability and protection from weather elements, the City identified the need for a permanent waterproof roof covering in the open space between the modular restroom and locker buildings. Each proposal must be accompanied by a Bid Security in the form of a cashier's check, certified check, or Bid bond executed on the prescribed form, in an amount not less than ten percent (10%) of the total Bid price payable to the City of West Sacramento. The City reserves the right to reject any and all bids, or to waive immaterial irregularities in any bid. Any Bid not conforming to the intent and purpose of the Contract Documents may be rejected. The City reserves the right to make all awards in the best interest of the City. Question Deadline 10/23/2025 at 4:00 PM PT Question Response Deadline:October 28, 2025, 4:00pm Completion of Work: All work shall be completed within Thirty ( 90) Working days from the date designated on the Notice to Proceed. This area serves as a transitional zone for staff and must remain accessible and protected throughout the year. The proposed approximately 1100 SF (20' x 40' plus 35'x 6') roof structure will provide essential shelter from rain and sun, support ADA compliance, and contribute to overall site safety and operational continuity. The covering must be structurally sound, durable, and visually consistent with the existing modular campus, while meeting all applicable building codes, and City permitting requirements. This project will contribute to improved working conditions and support the City's commitment to quality infrastructure for its employees and operations. The Contractor shall furnish all tools, materials, supplies, and equipment to perform the tasks outlined in the Scope of Work. The initial term of the Contract is at the City's discretion and may be up to 3 years. The City also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor. The City reserves the right to reject any and all bids, or to waive immaterial irregularities in any bid. Any Bid not conforming to the intent and purpose of the Contract Documents may be rejected. The City reserves the right to make all awards in the best interest of the City. The selected contractor shall provide all labor, materials, equipment, transportation, tools, and incidentals necessary to complete the following work: 2.1 Structure Fabrication and Delivery o Fabricate and deliver a prefabricated(or custom) roof structure covering approximately 1,100 square feet. o Dimensions shall include: o 20 ft x 40 ft main section o 35 ft x 6 ft secondary section o Frame material: galvanized or powder-coated aluminum or steel. o Roofing system to be one of the following or equivalent: o Standing seam metal panels (24-26 gauge) o TPO membrane on 3/4 " exterior-grade plywood o UV-protected polycarbonate panels (translucent option) 2.2 Installation o Install structural framing and roof covering per manufacturer specifications and approved layout. o Maintain a minimum 8'-0" clearance from grade to the lowest structural member. o Anchor the structure securely to cast-in-place footings or existing slab with approved methods. o Ensure installation is level, plumb, square, and watertight. 2.3 Footings and Anchoring o Provide and install cast-in-place footings or approved expansion anchoring as required for stability. o Coordinate with City staff to determine existing base conditions and ensure compatibility with modular buildings and or aluminium decking . 2.4 Rainwater Management o Contractor must assess the condition of the existing gutters and the roof design to determine best option for rain management; o Ensure runoff discharges safely away from buildings or connects to existing stormwater system, as appropriate. 2.5 Finish and Accessories o Provide corrosion-resistant fasteners and hardware. o Include trim, sealants, and flashing to ensure waterproofing and finish integrity. o Provide paint or powder coating as specified or equivalent factory finish.(where necessary) 2.6 Permitting and Coordination o Coordinate with City of West Sacramento for inspection access and scheduling. o Contractor is responsible for scheduling any required inspections. o All design engineering has been pre-approved or will be provided by the City; contractor to install per final drawings. 2.7 Clean-Up and Site Restoration o Remove all debris, packaging, unused materials, and equipment upon project completion. o Restore any disturbed site areas, concrete, or landscaping to original or better condition. 3. Deliverables o Shop drawings showing dimensions, anchoring, slope, and component layout. o Product data for roof and frame system. o Finish samples and warranty documents. o Final installation in compliance with CBC 2022, ADA, and City permitting requirements. 4. Contractor Requirements o Minimum 5 years of experience installing prefabricated or shade structures of similar scale.
