Asphalt Paving Project - The West Virginia Division of Corrections and Rehabilitation (DCR) is soliciting bids on behalf of North Central Regional Jail and Correctional Facility (NCRJ&CF), to establish a contract for a lump sum quotation for the asphalt paving project. The facility is located North Central Regional Jail and Correctional Facility located 1 Lois Lane, Greenwood, WV 26415 in Doddridge County. At North Central Regional Jail and Correctional Facility, there are three (3) existing asphalt areas, front parking lot area, inside the perimeter security fence by the loading dock and receiving area, and inside the perimeter security fence the intake parking lot area. The front parking lot area must have additional asphalt installed. The two (2) areas inside the perimeter security fence by the loading dock and receiving and intake parking lot must have the existing asphalt milled and additional asphalt installed. Below is additional information concerning the project. 1. Front parking lot area: a. Information on the front parking lot area: 1) The front existing parking lot area consists of six (6") inches of aggregate base material and three (3") inches of asphalt which consists of two (2") inches of base coat, and one (1") inch of wear coat. 2) Due to existing potholes, etc., the facility has had additional asphalt paving and concrete to patch some of the potholes. 3) There are existing storm drains in the center areas of the parking lot area. The storm drains are concrete boxes with metal grading. 4) The existing parking lot area are slopped to the existing storm drains. 5) Around several areas of the parking lot, there are concrete curves. b. Construction work for the front parking lot area: 1) The contractor must clean off the parking lot area. 2) The contractor must install a scratch coarse over the existing asphalt in the front parking lot area in order to fill in any of the existing potholes and level the area prior to installing the final wearing coarse. The scratch coarse must average one-half (1/2") inches in depth. 3) The contractor must install two (2") inches of new course grade asphalt overtop of the new scratch course asphalt. The thickness of the new course grade asphalt must be two (2") inches thick after rolled. 4) The contractor must install one and a half (1.5") inches of new wearing coat overtop of the course grade. The thickness of the new wearing grade must be one and a half (1.5") inches thick after rolled. 5) The contractor must slope the new asphalt toward the existing storm drains. 6) After the new wearing cost is installed, the contractor must paint the parking lot lines on the new asphalt. 7) The facility will remove any metal sign poles, signs, and concrete parking blocks (if applicable). 8) After the contractor has completed the work, the facility will install back the sign poles, signs, and concrete parking blocks (if applicable). 2. The loading dock and receiving area: a. Information on the loading dock and receiving area: 1) The existing loading dock and receiving area consists of eight (8") inches of aggregate base material and four and a half (4.5") inches of asphalt which consists of three (3") inches of base coat, and one (1.5") inch of wear coat. 2) There are existing storm drains in the center areas of the asphalt areas. The storm drains are concrete boxes with metal grading. 3) The existing loading dock and receiving area are slopped to the existing storm drains. 4) There are concrete areas within the loading dock and receiving area. The contractor will not do anything with the existing concrete areas on this project. b. Construction on the loading dock and receiving area: 1) The contractor must mill one and a half (1.5") inches of existing asphalt. The contractor must relocate all spoils removed to an acceptable location and dumped at the facility. The location will be determined at the pre-bid meeting. 2) The contractor must clean off the loading dock and receiving areas. 3) The contractor must install one and a half (1.5") inches of new wearing coat overtop of the course grade. The thickness of the new wearing grade must be one and a half (1.5") inches thick after rolled. 4) The contractor must slope the new asphalt toward the existing storm drains. 3. Intake parking lot area: a. Information on the intake parking lot area:1) The front existing parking lot area consists of eight (8") inches of aggregate base material and four and a half (4.5") inches of asphalt which consists of three (3") inches of base coat, and one (1.5") inch of wear coat. 2) There is an existing storm drain in the center area of the asphalt areas. The storm drain is concrete boxes with metal grading. 3) The existing intake parking lot area is slopped to the existing storm drain. 4) There are eight (8) existing twenty (20') feet by eight (8') feet by eight (8') feet metal storages buildings that are in the intake parking lot area setting on the existing asphalt. 5) There are concrete areas within the intake parking lot area. The contractor will not do anything with the existing concrete areas on this project. b. Construction on the intake parking lot area: 1) The contractor must temporarily relocate the eight (8) existing twenty (20') feet by eight (8') feet by eight (8') feet metal storages buildings. The temporary location will be determined at the at the pre-bid meeting. Prior to temporarily relocating, the facility staff will remove all heavy items out of the metal storage building. 2) The contractor must mill one and a half (1.5") inches of existing asphalt. The contractor must relocate all spoils removed to an acceptable location and dumped at the facility. The location will be determined at the pre-bid meeting. 3) The contractor must clean off the loading dock and receiving areas. 4) The contractor must install one and a half (1.5") inches of new wearing coat overtop of the course grade.
