Project: Public improvement to construct a streetscape on East 1st Street (Union St. to Laughlin St.), The Dalles, Oregon, including curb and gutter, sidewalks/curb ramps, retaining walls, underground utilities, asphalt surfacing, and incidental items, all in accordance with the solicitation/contract documents. Prequalification: Bidders must be prequalified under ORS 279C.430 by 4:00 p.m. Pacific Prevailing Time, November 6, 2025. Required Oregon Department of Transportation Classes of Work (official codes/names): EART - Earthwork & Drainage (Bidder must hold); ACP - Asphalt Concrete Paving & Oiling (Bidder must hold); REIN - Bridges & Structures (retaining walls); MHA - Miscellaneous Highway Appurtenances (curbs, walks, fencing, etc.); TTC - Temporary Traffic Control; PAVE - Pavement Markings; SIGN - Signing (Permanent); ELEC - Electrical (illumination/signals, if included). Bidder must be prequalified in EART and ACP; other listed classes may be met by prequalified first-tier subcontractors as appropriate to the Scope of Work. This public works contract is subject to ORS 279C.800-279C.870 (Oregon BOLI prevailing wage) and, if applicable, the Davis-Bacon Act. Bids must be submitted on the City's bid form. Changes, if any, will be by written addendum posted online. Bidders are responsible for checking for addenda. The City may reject any bid not in compliance with all public contracting procedures and requirements and may reject for good cause any or all bids if in the public interest. No bid may be withdrawn after the time set for opening until award, unless award is delayed more than 60 days.
