Reference Number 0000401354 Oswego County's Community Development Tourism and Planning Department is soliciting bids from qualified contractors to furnish all labor and equipment as it pertains to constructing approximately 350 miles of fiber optic cable throughout Oswego County. There is a potential to award to multiple contractors for both aerial and underground construction. Awarded contractors will be issued directives to construct areas on a task-order basis as pole licenses and permits are received by the OWNER. General Requirements - Certified Payroll - Insurance Required *The County Reserves the Right to Reject Any or All Bids. The scope of services includes furnishing (except physical fiber) and installing outside fiber optic cabling system for Oswego County (herein OWNER). ECC Technologies, Inc., Design Consultant and Construction Administrator, together with OWNER has designed the fiber optic cable route. The fiber optic alignment and segment configuration are completed, and most required construction permits have been submitted. This information is intended to provide the CONTRACTOR with the routes, traffic corridors, neighborhoods, working conditions, and other general environmental information as may be required to familiarize Bidders with the work environments that may impact pricing and/or scheduling: o The fiber optic cable will be placed (aerial and underground) within existing state, county or local Rights-of-Way (ROW) and or Easements. New poles will be placed where poles don't exist and as may be required. OWNER has secured all required pole attachment agreements with National Grid and conduit encroachment agreements from existing utilities. All required inspections, permits, and/or approvals have been secured and or applied for by OWNER. o The entire scope of this proposal includes an estimated 1,905,000 ft. (plus or minus) of new construction, attaching to approximately 8,000 poles. The main features of the work shall include, but not be limited to the following: o Provide labor, materials, equipment, and services as specified. o Owner will provide the fiber cable. Will require arrangements with Consultant and County as fiber will be stored at a county site with-in project area. o Splicing will be done in typical splice cases, that may be aerial strand mounted, and / or rack in an underground Hand-hole or vault. o All equipment shall be new, and UL listed. o All materials furnished and all work performed shall comply with all State, County and Local Codes. In addition, must meet all County and ESD Empire State Development contract terms and conditions. o Contractor shall work with County, Project Engineers, Construction Manager, contract Administrators and other designees to secure all required inspections, permits, and/or approvals. This includes but is not limited to OSHA, NEC and EPA requirements. o All equipment and work shall comply with FCC regulations. Types of work will include: o Installation of 144-strand (900,000 ft.), 96-strand (460,000 ft.), 48-strand (540,000 ft.) and 24-strand (5,000 ft.) fiber cable placed on existing pole lines within the communications zone and underground. The estimated mileage for aerial is 307 miles and underground is 48 miles. The aerial installation has various special circumstances; multiple highway crossings, and as may be required the completion of pole make ready work associated with lowering, raising, or transferring existing communication cables on poles as directed by OWNER. Underground work will consist of HDD, plowing, or trenching as existing field conditions may dictate and, / or per the direction by the AHJ allows. Note: Fiber Cable to be supplied by OWNER. Only the physical fiber optic cabling is supplied by the OWNER, all other materials and accessories required for a complete and tested system are CONTRACTOR provided. o Along with the typical construction requirements of butt splicing and maintenance loops "snowshoes" (every 1,500'), there are multiple locations where we would like a staged loop for Ring Cut/splice by others. This project may require ring cut splices into existing fiber cables with splicing at time of installation. o Placement is either along DOT permit ROW per an encroachment agreement as well under roadways, or within exiting OWNER easements. o Splice terminate and test SMF cable end to end.
