Reference Number 0000401457 The North Campus Radial Collector Well 02 project will construct a second Radial Collector Well that collects water across ten (10) 150-to-300 feet radially oriented pipes drilled horizontally via jack and bore, and other trenchless technologies from a central concrete caisson that is drilled down to bedrock. A small pump house will need to be constructed above the caisson to house all electrical and mechanical components that will pump the water across the river to the rest of the Prairie Waters system. Studies suggest this well type will be more efficient than existing wells. Prime Contractors and Subcontractors have been pre-qualified for this solicitation. Bids shall not be accepted from Contractors other than those pre-qualified Contractors on this solicitation. Each Bid shall be accompanied by an appropriate guarantee in the form of a Bid Bond in an amount of not less than five percent (5%) of the amount of the Bid. In addition, the bid guarantee shall be accompanied in the same file as the bid. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % This is a federally funded construction project and the Contractor shall make good faith efforts to meet the following contract goal of a ten (10%) percent DBE participation. The Contract Documents require that all work be Substantially Complete by October 1, 2027, with Final Completion by November 1, 2027 Failure to complete the work as prescribed shall be considered as a Breach of Contract and subject to Liquidated Damages which are $2,000.00 per day. The estimated cost for this project is $16,700,000.00 to $18,800,000.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Scope of work: 1. Well name: a. RCW02-MW01, RCW02-MW02, RCW02-MW03, RCW02-MW04, RCW02-MW05, RCW02-MW05, BKG-MW03. 2. Well location: a. Well locations shall be as shown on the Drawings. 3. Contractor shall drill wells to the specified depth using hollow stem auger or sonic drilling methods and collecting cutting samples from the borehole as specified. 4. It is the responsibility of Contractor to familiarize itself with the drilling conditions that may be encountered at the site, both surface and subsurface, prior to the bid submittal. 5. It is the responsibility of Contractor to examine the drilling areas and site access in order to become acquainted with local conditions. a. No allowance will be made after the estimate has been accepted for any errors or omissions made by Contractor. 6. Well design: a. Contractor will install the well pursuant to the final well design, which will be developed by the Contractor and approved by the Engineer. b. Contractor reserves the right to drill beyond the depths specified, or to stop at lesser depths, depending on subsurface conditions. The primary objectives of the geophysical investigations at the North Campus project site are to 1) image the depth to bedrock and any areas of deepening of this surface, and 2) help map overburden materials that exhibit preferable aquifer material-types (e.g., elevated proportions of permeable and high effective-porosity clean sands and gravels versus less permeable and lower effective porosity clay-rich soils). Ideally, LRE will be able to use the results of these geophysical surveys to help identify areas of high permeability and transmissivity materials that are close to the existing River, and that will provide target zones for pilot directional drilling during subsequent phases of the North Campus Wellfield Expansion project. In order to meet the project objectives, JRG conducted geophysical surveys using the following geophysical systems: 1) a 48-channel seismic refraction system configured with two 24- channel Geometrics Geode seismographs and a linear array of vertical-axis p-wave geophones spaced 10 feet apart, 2) a Geonics EM31-mkII (EM31) FDEM system configured in a vertical dipole fashion, and 3) a Geonics EM34-3 (EM34) FDEM system configured with a coil spacing of 10 meters (~30ft) oriented in a horizontal dipole fashion. Here, SRT was used to image the overburden/bedrock interface beneath each survey line, and FDEM mapping was implemented to detect relatively shallow (EM31) and relatively deep (EM34) spatial distributions and patterns of bulk electrical conductivity as an indirect indication of alluvial depositional patterns and related grain-size distributions (e.g., sands and gravels versus clays) across the project site. In all cases, extra data beyond the requested amount and coverage were collected: 10 seismic transects were requested and 13 were collected, and greater data density and coverage achieved than was requested for both EM31 and EM34 FDEM surveys A. This section of the specifications describes the requirements for OT/SCADA networked equipment to be configured with the appropriate cybersecurity controls as listed in the related work paragraphs of this specification. A. Supplier shall design and fabricate control panels and enclosures based on this and related specifications and the Contract Drawings. The Contract Drawings provide some typical design details, but do not include the complete panel designs. The Supplier shall maintain updated as-built drawings and furnish to the Engineer upon panel acceptance B. The Supplier shall furnish all necessary control panels and other enclosures complete, assembled, tested and ready for use including all necessary components, wiring, interconnecting cables, all accessories, and all appurtenances as indicated herein, on the Contract Drawings, or as required for proper operation of the system. C. Control panels and enclosures shall be provided as specified herein and as indicated on the Contract Drawings. The panels shall be fabricated in a UL certified facility and all finished control panels shall bear a UL 508 Label. D. Where indicated, control panels and enclosures shall be provided with all required taps, fittings, conduit entries, control wiring and alarm interlocks. Dimensions shall be in accordance with manufacturer's requirements. Elevations and horizontal spacing shall be subject to the Engineer's approval. E. Panels shall be fabricated, assembled, piped, and wired by fully qualified workers who are properly trained, experienced and supervised. F. Panel mounted instruments shall have matching style and general appearance. Instruments performing similar functions shall be of the same type, model, or class, and shall be of one manufacturer.
