**As of December 2nd, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The City of Cornelia is developing a service line inventory as mandated by the Lead and Copper Rule. The City is requesting the service of a qualified contractor to investigate and record service line materials using vacuum excavation and replace Lead or Galvanized-Requiring-Replacement service lines as encountered. The contractor will also be asked to pothole at the water main to identify the connector material where feasible without removing existing pavement/sidewalk. The contractor must furnish all materials and equipment and perform all labor necessary to pothole and identify the existing service line material on approximately 1,691 metered services, identify connector material when feasible/requested, and replace service lines as requested. Data entry into ESRI's ArcGIS Online (AGOL) GIS platform must be conducted using an iOS or Android mobile device as instructed by the Owner and Engineer. The allotted time for completion of the work is 180 consecutive calendar days. Work is to be completed in accordance with the plans and specifications and will be awarded in one contract. Bidders are required to submit electronically through QuestCDN.com, and must meet specific license, bonding, and compliance requirements, including completion of a Bidder Qualifications form, proof of valid State of Georgia utility contractor license and utility manager certification, and participation in E-Verify. Permits are not required for this project, and all easements and rights-of-way will be secured by the owner prior to issuing the Notice to Proceed. Funding is provided by the Drinking Water State Revolving Fund, Georgia Environmental Finance Authority, and the City of Cornelia, and the project is subject to Davis-Bacon Labor Standards, DBE Subcontract requirements, and the Build America Buy America Act.
