CD 50-7.6e - Duquesne Street Reconstruction/2023 LSA Sealed proposals are sought for CD 50-7.6e Duquesne Street Reconstruction/2023 LSA – Lead/Copper Line Inventory & Replacement in the City of Duquesne, including reconstruction of South 5th Street from Kennedy to Priscilla and South 2nd Street from Kennedy to Camp. The scope includes milling the existing surface, installing binder and wearing courses, keyways, utility adjustment, associated work, trenching current water service lines from the main to the curb, determining the material of the line, and replacing lines that are lead. Bid proposals must be submitted on PennBid with all required documents completed. Only contractors authorized to do business in Pennsylvania may submit proposals, with a Bid Bond equal to ten percent (10%) of the proposal. The successful bidder must enter into agreement and start construction immediately after receiving the Notice of Award. Compliance with the Davis-Bacon Act, Federal Labor Standards, Civil Rights Act of 1964, the Department of Labor Equal Opportunity Clause, Section 109 of the Housing and Community Development Act of 1974, Executive Orders 11625 and 12138, Section 504 of the Rehabilitation Act of 1973, Americans with Disabilities Act of 1990, the Allegheny County MBE/WBE Program (13% Minority, 2% Female Business Enterprise goals), Allegheny County Ordinance #6867-12 (5% Veteran-Owned Small Businesses goal), and Section 3 of the Housing and Urban Development Act of 1968 is required. This is also a Section 3 Project, requiring prioritization of lower-income resident hiring and training, and Section 3 Business concerns. All contracts and subcontracts must include the "Section 3 Clause." Proposals must comply with federal General County Conditions, which are to be incorporated by reference into all contracts. Pipe replacement is funded by Local Share Account (LSA) grant funds. Compliance with the Pennsylvania Prevailing Wage Act of 1961 is also required. The Steel Rivers Council of Governments reserves the right to waive informalities or reject any part or all proposals. No bidder may withdraw their bid for the period specified after the scheduled bid receipt closing time.
