Site work and paving for a civil project in Duquesne, Pennsylvania. Working plans call for site work for a one-story above grade road / highway; and one-story above grade water / sewer project.

**As of December 4, 2025, the project has been cancelled. Sealed proposals will be received for the reconstruction of Hinnerman Street from Crawford Avenue to Kinsley Avenue and Maryland Avenue from Monterey Street to Mifflin Street in the City of Duquesne. The work includes milling the existing surface, installation of binder and wearing courses, keyways, utility adjustment, and trenching current water service lines from the main to the curb. The contractor will determine the material of the water lines and replace lines that are lead. Each project proposal must be uploaded with all required documents completed in full. Proposals must be from contractors authorized to do business in Pennsylvania and include a Bid Bond equal to ten percent of the proposal amount. The successful bidder, upon acceptance, must enter into an agreement and begin construction immediately. Compliance with the Davis-Bacon Act, Federal Labor Standard Provisions, Civil Rights Act of 1964 Title VI, Equal Opportunity Clause, executive orders concerning utilization of Minority and Female Business Enterprises, Section 504 of the Rehabilitation Act, Americans with Disabilities Act, Allegheny County MBE/WBE goals, and the Allegheny County ordinance regarding Veteran-Owned Small Businesses is required. This is a Section 3 Project under the Housing and Urban Development Act of 1968 and must utilize lower income residents and Section 3 Business concerns to the greatest extent feasible. All contracts and subcontracts must contain the Section 3 Clause as set forth in 24 CFR, Part 135.38. Compliance is also required with the Pennsylvania Prevailing Wage Act of 1961. The Steel Rivers Council of Governments reserves the right to waive any informalities or to reject any or all proposals, or any part thereof. No bidder may withdraw their bid for the period specified after the scheduled closing time for receipt of bids. The project is located within: City of Duquesne 1.1.1 Hinnerman Street between Crawford Avenue and Kinsley Avenue 1.1.2 Maryland Avenue between Monterrey Street and Mifflin Street
