A timeline for the award has not yet been established.** Furnish all materials, labor, and necessary items for the improvements of the existing lagoon and related appurtenances as outlined in the Plans and Specifications. Bids are to be submitted on a lump sum price basis using the two envelope system. Envelope #1 must contain the required bid documents, and Envelope #2 must contain only the bid form and bid schedule. Critical requirements include submission of a Bid Bond, acknowledgment of addenda, compliance with the WV Contract Licensing Act (including possession of a West Virginia Contractor's License), adherence to the WV Drug Free Workplace Act (including a signed affidavit of compliance), submission of WVCAD Section 3 Policy and Procedure Manual (Form 8 and Form 13), Certification of Non-Segregated Facilities, Equal Employment Opportunity Certifications (including Special Equal Opportunity Provisions, Equal Opportunity Standard Clauses - Executive Order 11246, Title VI Clause - Civil Rights Act, Section 109 Clause), Disadvantaged Business Enterprises Certification, Build America, Buy America Act Certification, and compliance with all laws pertaining to prevailing wage rates as required by state and federal law. Failure to submit the signed drug-free workplace affidavit in the first envelope will result in disqualification of the bid. No bidder may withdraw their bid within 90 days after the bid opening. All fees for project documents are non-refundable. The Owner reserves the right to reject any or all bids.
