Renovation of a road / highway in Augusta, Georgia. Conceptual plans call for the renovation of a road / highway.

The applicant is proposing to replace a transmission line over the Savannah River in Effingham County, Georgia and Jasper County, South Carolina. The proposed action would occur over the Savannah River Below Augusta (SRBA) Federal Navigation Channel. The line would be replaced at the same height as the existing line (89 feet above the ordinary high water mark), and use the existing transmission structures. Section 408 Coordinator: Mr. Steven Lewis, at steven.p.lewis@usace.army.mil or (912) 710-8659 APPLICANT: WSP 1308 Patton Avenue Asheville, North Carolina 28806 Overview: WSP is proposing to replace transmission lines over the Savannah River in Effingham County, Georgia and Jasper County, South Carolina. The proposed action will occur over the Savannah River Below Augusta (SRBA) Federal Navigation Channel, which has an authorized depth of 9 feet, and an authorized width of 90 feet. As the proposed action will consist of work over the SRBA Federal Navigation Channel, which is a USACE Civil Works project, a Section 408 review is required to determine the impacts of the proposed action to the navigation channel. The public is invited toprovide comments on this review at the addresses listed at the end of this notice no later than November 1, 2025. Requester’s Proposed Action: WSP is proposing to replace an existing 230kV overhead transmission line with new line (reconductor). Reconductoring involves installing the new conductor using standard stringing methods while removing the old conductor. The overhead transmission line will have the line replaced at the same height as the existing line, on the existing transmission structures. During replacement, the conductor will not be temporarily lowered, and existing clearance over the channel throughout construction will be maintained. The nearest downstream bridge of the proposed action is the I-95 bridge, which has a vertical clearance of 55 feet. The current transmission line height is 89 feet above the ordinary high water mark (OHWM) and will remain at 89 feet above the OHWM.
