The project consists of providing all labor, materials, and equipment to perform site improvements and install a new water line at the Mesa School campus, 3901 North Mesa School Road, Somis, CA. Bidders are required to possess either a State of California A - General Engineering Contractor or C-34 - Pipeline Contractor license, which must remain active and in good standing throughout the contract duration. Bidders must also be registered as public works contractors with the Department of Industrial Relations. Sealed bids must be submitted on the form provided by the District and meet all Contract Document requirements, including the Instructions to Bidders. Each bid must be accompanied by a bid bond, cashier's check, or certified check in the amount of 10% of the total bid price. A mandatory pre-bid conference and site visit are required; failure to attend renders the bidder ineligible. The successful bidder must furnish a 100% Performance Bond and a 100% Payment Bond. Bidders may substitute securities for monies withheld to ensure contract performance as per Public Contract Code provisions. Contractors and subcontractors must pay prevailing wage rates and comply with all local, state, and federal requirements. Award will be made to the lowest responsive responsible bidder, based on the base bid amount only. The Board reserves the right to reject any or all bids or waive irregularities.
