SCBE hereby solicits submissions of written proposals, on a competitive basis, from qualified responders to provide for SCBE the services described herein, all in accordance with the terms and conditions detailed herein. In particular, the services sought by SCBE will require the Respondent to provide: 1. Scope of Work The selected vendor must deliver a complete, turnkey solution that encompasses planning, design, deployment, training, and ongoing support. A critical first step will be conducting detailed site assessments across all 180 locations to identify POTSS line dependencies and determine optimal placement for LTE/5G Fixed Wireless Terminals (FWTs). The vendor must then produce a comprehensive design that guarantees reliability, eliminates interference risks, and provides redundant connectivity for every essential device. This includes installing FWTs, deploying external antennas and protective enclosures where needed, and ensuring every endpoint is configured, tested, and integrated without service disruption. The district requires cutover strategies that include fallback procedures, validation testing, and transition schedules. Beyond deployment, vendors will provide centralized system management, full documentation, and hands-on training for district staff. The vendor's responsibilities extend through the life of the agreement, including proactive monitoring, 24/7 technical support, firmware updates, and issue resolution with guaranteed service levels. Installation will include the provisioning of Fixed Wireless Terminals (FWTs) at each site, accompanied by external antennas and weatherrated enclosures where required. All devices must be fully configured, tested, and integrated to support existing safety and operational endpoints. Migration must occur without disruption to essential services, with each cutover carefully planned, validated, and documented. The vendor must provide the district with detailed transition schedules, predeployment testing procedures, and fallback measures to guarantee continuity. The vendor will further provide a centralized management system, comprehensive training for district staff, and detailed documentation Following deployment, the vendor will maintain responsibility for system health monitoring, firmware and software updates, and ongoing technical support for the life of the contract. This includes proactive issue resolution, 24/7 availability for emergencies, and guaranteed adherence to service levels.
