Sealed bids are requested electronically for the Wayne County Hankins Pond Park Development Project located in Mount Pleasant Township, Wayne County, PA. The scope includes: mobilization to the site and staging; material purchase and installation of temporary erosion and sediment control measures, with removal at project end; demolition and site preparation, including land clearing, rough grading, and removal of materials and spoils; installation of gravel parking areas; asphalt paving, painting, and signage for ADA parking spaces; installation of concrete accessible route, including concrete stamps, colors, and finishes as specified; construction of concrete footings and pads for the pavilion and bench; assembly and installation of a pavilion, with noted finishes; installation of composting restroom including sealed drawings by a Pennsylvania Professional Engineer; assembly and installation of owner-furnished picnic tables, bench, and trash receptacle, including all fasteners and mounting materials; topsoil grading, rolling, seeding, mulching, and removal of remaining temporary erosion controls. The contractor is responsible for verifying all project layout, lengths, dimensions, and material amounts; all costs and amounts provided must enable the project to be built as shown. Off-haul of debris/spoils must be to an approved site. Bids must use forms from the Landscape Architect and include a bid guarantee of at least 10% of the base bid; this serves as bid security and may be forfeited as liquidated damages if contract requirements are not met. No withdrawal of bids is allowed for 60 days post opening, except as per Pennsylvania Act No. 4. The Wayne County Commissioners reserve the right to remove items from the project scope for budget compliance, to reject proposals, and to waive technical defects.
