Remodeling and renovation of a medical facility in N Richmond, California. Completed plans call for the remodel of a medical facility; and for the renovation of a medical facility.
Brookside Mental Health Rehabilitation Center Any claim by a bidder of error in its bid must be made in compliance with 5100 et seq. of the Public Contract Code. Any bid that is submitted after this time shall be considered non-responsive and returned to the bidder. The Project consists of the retrofit and adaptive reuse of an existing one-story, wood framed building to create a 46-bed MHRC facility including new care suites, sleeping rooms, medical and wellness spaces, staff offices, as well as recreational and dining areas. The construction consists of hazardous material abatement, selective demolition, structural seismic upgrades, interior and exterior remodel and replacement of all MEP systems. Scope also includes upgrading commercial kitchen, installation of new fire protection, security, and access control systems, and providing new doors, windows, finishes, and anti-ligature fixtures throughout. Site improvements include new accessible entries, parking and path of travel upgrades, landscape enhancements, C3 bioretention planters, new covered patios, trash enclosure and emergency generator installation. The time to complete this project is on or before April 30, 2027. All bids shall be on the Bid Form Document 00 41 13 provided by the County. Each bid must conform to and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders Document 00 21 13. To bid on this Project, the Bidder is required to possess the following State of California Contractor Licenses: Class B General Building Contractor. The Bidder's license must remain active and in good standing throughout the term of the Contract. A bid bond by an admitted surety insurer on the form provided by the County, cash, or a cashier's check or a certified check, made payable to "The County of Contra Costa", in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form, as a guarantee that the Bidder will, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the County for the performance of the services as stipulated in the bid. The successful bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price and a Faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract price, said bonds to be secured from an admitted surety insurer authorized by the Insurance Commissioner to transact business of insurance in the State of California. Each bond shall be issued on the form set forth in the specifications. The successful Bidder may substitute securities for any monies withheld by the County to ensure performance under the Contract, in accordance with the provisions of 22300 of the Public Contract Code. Such securities shall be valued by the County Treasurer-Tax Collector, whose decision shall be final. The Contra Costa County Board of Supervisors encourages opportunities to develop and support Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Small Business Enterprises (SBEs), Local Business Enterprises (LBEs), and Disabled Veterans Business Enterprises (DVBEs) by providing opportunities for participation in the performance of construction contracts financed in whole or in part with County funds. MBE, WBE, SBE, LBE, and DVBE definitions and detailed information are included in Document 00 73 36 of the Specifications. The County reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the County awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for sixty (60) days after the date of the bid opening. The bid security shall be given as a guarantee that the bidder will enter into a contract if awarded the work and will be forfeited by the bidder and retained by the County if the successful bidder refuses, neglects or fails to enter into said contract or to furnish the necessary bonds and insurance certificates after being requested to do so by the County. The County shall award the Contract, if it awards it at all, to the lowest responsive responsible bidder based on: The base bid amount plus the sum of all alternates and unitprices.
