Site work for a water / sewer project in N Richmond, California. Completed plans call for site work for a water / sewer project.
The project involves constructing cast-in-place concrete foundations and installing nine Fonroche solar light poles at the West County Wastewater District's Water Quality Resource Recovery Plant in Richmond, California. The Contractor is to provide all labor, materials (except certain WCW-provided materials), equipment, supervision, permits, and incidentals needed for site layout, utility locating, excavation, reinforced concrete foundation construction, solar light pole installation, commissioning, and restoration of disturbed areas. All work must comply with the contract documents, manufacturer specifications, and applicable public works standards. Bidders are required to: - Submit bids via WCW's eProcurement Portal by the specified deadline; hard copy submissions are not accepted. - Attend a mandatory pre-bid conference/site visit. - Possess and maintain the necessary California contractor licenses (Class B and Class C-46 or Class C-10) and Public Works Contractor Registration. - Submit a bid security of at least 5% of the grand total amount listed in the bid form. - Complete and submit all required forms and documentation, including a statement of qualifications, financial statement, business references, designation of subcontractors, disqualification questionnaire, non-collusion declaration, insurance certificate, and California Air Resources Board compliance certificate. - Meet all prevailing wage, public works registration, and insurance requirements. - Restore all disturbed surfaces to equal or better condition upon project completion. - Comply with all relevant codes, standards, and safety requirements. - Cooperate with WCW regarding any questions, requests for clarification, or approval of equals. All required work locations, procedures, and restoration details are provided in the technical specifications and referenced contract drawings. The project requires close attention to utility protection, site conditions, and coordination with WCW staff. Question Deadline 06/29/2026 at 5:00 PM PT All questions related to the bid documents must be submitted in writing via electronically. All questions submitted and answers provided will be electronically distributed to all Bidders through online Procurement. WCW's Response to Questions, Requests for Approved Equals, and RFCs Due: July 10, 2026, 5:00pm WCW reserves the right to reject any and all bids, waive any irregularities or informalities in any bid or in the solicitation procedure, or postpone the bid submittal deadline for good cause, as determined by WCW. Bidders and their proposed subcontractors must hold the licenses required by the laws of the State of California for the performance of the work specified in this IFB. Bidders bidding as the prime contractor must possess the following valid California State Contractor's Licenses at the time bids are submitted and throughout the term of the Agreement: Class B (General Building) and Class C-46 (Solar) or Class C-10 (Electrical). The prime contractor must ensure that all subcontractors working on the project hold valid licenses suitable for their trade.
