Reference Number 0000402038 The City of Livonia is seeking qualified and certified remediation contractors to remove all water-damaged materials, mold, lead, and asbestos from the Noble Building, located at 32901 Plymouth Rd., Livonia, MI 48150. Quotes submitted for consideration should include all steps necessary to ensure safety and regulatory compliance. Remediation activities must follow the recommendations outlined in the ETC reports on mold, lead, and asbestos, which will be provided as attachments in the bid package. In general, the remediation process description should include the following elements: Site Preparation: Disable HVAC and electrical systems, construct negative-pressure containment areas, and install three-stage decontamination enclosures. PPE and Safety: Ensure all personnel wear appropriate protective equipment. All surfaces should be wet-wiped or vacuumed using HEPA filtration to prevent the release of asbestos fibers. Air Sampling and Monitoring: Conduct air sampling and continuous monitoring during and after remediation to verify safety and compliance. Removal of Materials: Utilize HEPA vacuums for asbestos and lead paint removal, and apply dry ice blasting methods to minimize secondary waste. Disposal and Compliance: Properly dispose of all contaminated materials and ensure full compliance with applicable federal, state, and local regulations. These steps are critical to protecting the health of building occupants and ensuring the safety of remediation personnel.
