The design and implementation of a Life Cycle Model as part of the fish habitat program management and support within the Federal Energy Regulatory Commission (FERC) projects. Estimate: $275,000 - $300,000 Tacoma Power is soliciting proposals from qualified firms to assist in the design and implementation of a Life Cycle Model as part of the fish habitat program management and support within the Cowlitz River Project. Tacoma Power's natural resource actions intend to retain and restore aquatic and terrestrial species and their associated habitats. The awarded firm will work as a third-party consultant with the Monitoring and Evaluation Subcommittee of the Fisheries Technical Committee to develop a life-cycle model (LCM) to improve our understanding of the Upper Cowlitz Winter Steelhead (Oncorhynchus mykiss) population dynamics. Detailed descriptions of specific tasks and subtasks are provided in the Technical Specifications section of this RFP. For electronic submittals, the City of Tacoma will designate the time of receipt recorded by our email server, as the official time of receipt. This clock will be used as the official time of receipt of all parts of electronic bid submittals. Include the specification number in the subject line of your email. Your submittal must be sent as an attachment, links to your electronic submittal will not be accepted. For in person submittals, the City of Tacoma will designate the time of receipt recorded by the timestamp located at the lobby security desk, as the official time of receipt. Include the specification number on the outside of the sealed envelope. Late submittals will be returned unopened and rejected as non-responsive. Maximum email size including attachments: 35 MB. Multiple emails may be sent for each submittal. Note: Email may pass through multiple servers before arriving at its destination. Please allow sufficient time for email delivery of submittals. Subject line to read: PG25-0212F - Life Cycle Modeling - Cowlitz Hydro Project - VENDOR NAME o Tacoma Power will work with partners to obtain data sets required for model. o Tacoma Power along with members of the M&E Subcommittee and the Downstream Fish Passage TWG will provide expertise so that the Life Cycle Model specification accounts for the unique conditions experienced by winter steelhead in the Upper Cowlitz River. o The respondent will supply all resources needed to complete the assessments. o Although some field involvement by Tacoma Power staff is possible, it should not be expected. o Final model is property of Tacoma Power and will be made available to members of the Cowlitz Fisheries Technical Committee. Example Deliverables: o Model Proposal Report describing the population dynamics, observation likelihoods, and other customizations that will be included in the Life Cycle Model. o Life Cycle Model for Upper Cowlitz River Winter Steelhead o Draft report available for comments o All code required to reproduce model results including model fitting, model checking, and figure generation in the R statistical programming language. o Final report including copy of all data collected and proof of applied QA/QC procedures, model specification, model validation, and results. 2. Life Cycle Model Documentation and Consultation: Consultant will document model processing methods so this work can be repeatable. This resulting platform should allow a reproducible workflow from data to model-fitting and management scenario analysis, which can be easily applied to other populations and updated as new data become available. Assumptions: o Tacoma Power will work with consultant to design a documentation method, such as R Markdown, or related format. o Tacoma Power will manage all other datasets. o Model documentation will undergo two review cycles to account for any modifications or requests from Tacoma Power, members of the M&E Subcommittee, and members of the Downstream Fish Passage TWG: an initial presentation and review of the proposed model structure and a review of the final model specification, results, and validation. o Resulting datasets from this model will be provided in the form of raw data files with the accompanying code o Data processing scripts and code are to be included in this scope of work.
