The CITY of Lynnwood is seeking consulting firms with expertise in civil engineering design, including surveying, environmental permitting, geotechnical engineering, roadway, water and wastewater systems, retaining structures, and traffic engineering. The CITY is soliciting proposals, Request for Proposals (RFP), for design and construction services related to the 38th Ave W and 194th St SW Ring Road Project. The CITY may execute a contract with the selected firm (s). The contract will be approximately 24 months in duration, with the option for the CITY to extend it for additional time and funding if necessary. The CITY reserves the right to amend terms of this RFP to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort Consultant have spent on their responses. The scope of work involves providing support for the redevelopment of the Lynnwood Public Facility District's 15-year Master Plan for the 13-acre Lynnwood Event Center site. This includes the design and construction of public infrastructure as part of the 38th Ave W and 194th St SW Ring Road Project. Specific tasks required are civil engineering design, surveying, environmental permitting, geotechnical engineering, design of roadway, water and wastewater systems, retaining structures, and traffic engineering. The consultant is responsible for engineering design, cost evaluation, risk analysis, specification development, support for public outreach and permitting, coordination with agencies, geotechnical engineering, and bid-phase support. Construction-phase support is not included at this time but may be added through a future contract amendment. Instructions to bidders include submitting a Statement of Proposal containing: firm name, phone number, fax numbers, name of Principal-in-Charge and Project Manager, and number of employees in each proposed firm. Proposals must be submitted via upload at the specified online portal by the stated deadline. Submittals will be evaluated and ranked based on qualifications of the project manager and team, firm experience on similar projects, ability to meet schedule, approach to project, familiarity with applicable standards, past performance, references, and other criteria listed in the full RFP.
