The City of Lynnwood has prepared this Request for Qualifications (RFQ) seeking an experienced and qualified architectural/engineering consulting team to provide the following professional services (Services): public outreach, planning, site investigation and analysis, preliminary design, engineering/construction documentation, cost estimating, and grant support for the Rowe Park Outreach & Final Design (Project). Services will be provided as a multi-phase project; other services and/or future phases may include assistance through permitting, environmental review, bid support, and construction administration. A pre-submittal conference will not be held for this project. Rowe Park is an undeveloped park located at 18620 60th Ave W, Lynnwood, 98037 and is physically accessible by footpaths from dawn until dusk. There is no accessible route or infrastructure at this time. There is no formal parking available, however, street parking can be found along 60th Ave W. The City of Lynnwood became incorporated in 1959 and is one of the largest cities in Snohomish County with a population of 38,143. Lynnwood is a forward thinking city that strives to engage in projects that will help build a more vibrant community. Add Desc(Council Review and Approval:July 28, 2025 Estimated Contract Award Date:July 29, 2025 The purpose of this project is to advance the park's design by revisiting the existing master plan with thoughtful updates. This will involve actively engaging the surrounding community to ensure their voices shape the vision, while maintaining respect for the original intent and framework of the master plan. Through this process, we aim to create a shared, inclusive, and refreshed design that honors the park's legacy, aligns with current neighborhood needs and aspirations, preserves the urban forest, and meets current public space and development requirements. However, the preferred concept design was not advanced, and the park has remained undeveloped since acquisition. Today the park is covered in approximately 1.8-acres of high-value urban forest canopy, but also has footpaths through the trees and a small area of open lawn used by neighbors. After 20 years, the City would like to re-engage the neighbors to confirm or refine improvements proposed at the park. Once the preferred concept is completed, the selected firm will work quickly to the 60% Design Development (DD) milestone. A 60% design milestone is necessary for our project to be competitive for the 2026 grant round.) The Method of Contractor Selection Has Not Been Determined at This Time. Phases One, Two, and Three need to be complete by May 2026 in order to make the July 2026 Recreation and Conservation Office Local Parks Category grant submittal deadline. )
