Milford Borough, Pike County, PA, is seeking competitive proposals from qualified solar energy contractors for the design, procurement, and installation of a solar photovoltaic (PV) system. The primary objective of this project is to reduce the Borough's electricity costs through a remote net metering agreement. The information within this RFP is based on a prior proposal to provide a baseline for system size and production. All interested bidders are encouraged to propose the most efficient and cost-effective solution that meets the Borough's energy needs. Bids may be held by Milford Borough for a period not to exceed thirty (30) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidder, prior to the award of the Contract. Milford Borough reserves the right to waive any informality and accept or reject any and all Bids. A bid bond for 10% of the base bid amount shall be provided with the bid. A performance & payment bond in the amount of 100% of the contract amount shall be provided by the successful bidder within 20 days of the award. Any questions regarding this solicitation shall be submitted via online no later than Monday, November 10, 2025 at 4:00 PM.
