Site work and paving for a mixed-use development in Banning, California. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the services listed in the Scope of Work. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal ("RFP"). The City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history. Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community. Banning is a friendly and wholesome place to work and raise a family. Desirable executive housing is available, as well as moderate and lower income housing. Clean air, ample water supplies and the memorable and inspiring scenic vistas of both Mt. San Gorgonio and Mt. San Jacinto, the 2 tallest peaks in Southern California, are additional amenities which make the City of Banning a logical choice as a development opportunity in the Southern California area. The City of Banning recently developed and adopted a Local Road Safety Plan (LRSP) to provide a framework for identifying, analyzing, and prioritizing roadway safety infrastructure improvements. Based on the LRSP citywide crash analysis, 65% of the total crashes occurred at unsignalized intersections, including 62% of the crashes that resulted in fatality and 70% of the crashes that resulted in severe injury. Analysis also identified pedestrians as vulnerable roadway users (VRUs). Pedestrians were only involved in 7% of total crashes but were over-represented in crashes resulting in fatality and severe injury, 46% and 12% respectively. Based on the crash analysis results, unsignalized intersections with pedestrian crossings represent some of Banning's highest fatal and injury crash concentrations and crash types. The Wilson Street and 12th Street unsignalized intersection was identified as needing safety improvements as outlined in Attachment 1. The Highway Safety Improvement Program (HSIP) is the source of funding for this initiative. Proposals are encouraged from qualified consulting firms with experience delivering HSIP grant-funded projects and familiarity with Caltrans project development standards. All project-related actions must adhere to all relevant state regulations and standards, as well as the Caltrans Local Assistance Procedures Manual (LAPM). If applicable, Company and/or its key personnel, shall hold an appropriate license for the Company's discipline and the Services on the date the Proposal is submitted. The City retains the right to cancel this RFP at any time, should it be deemed to be in the best interest of the City. No obligation either expressed or implied exists on the part of the City to make an award based on the submission of any proposals. The method of Contractor Selection has not been Determined at this time.
