All questions shall be submitted no later than 5:00 pm (CDT) on Monday, November 10, 2025. The Panama City Beach Convention and Visitors Bureau (CVB) is seeking bids from licensed contractors to construct the new Western Region Resiliency Center/Sabre Center Project Phase I located at 48 Chip Seal Parkway, Panama City Beach, FL, Parcel #27536-003-000. The project will be managed by the CVB along with Anchor CEI, Inc. (ANCHOR) and LOSE Design (LOSE), and must be constructed according to LOSE Design's civil construction drawings. This first phase consists of civil improvements to the site and is funded by the CVB. Contractors must be Florida licensed Underground Utility Contractor General Contractors and all sub-contractors must also be Florida licensed in their trade. Proof of Florida State Contractor's License must be included in the bid response. Failure to attend the mandatory pre-bid meeting or not providing required documentation will result in the bid being considered nonresponsive. All bids must be submitted paper-sealed, include all required forms, and follow all instructions strictly. The designated ANCHOR staff is the only point of contact for this bid, and any questions must be submitted in writing only to the specified ANCHOR email addresses. Bidders are responsible for checking for addenda before submission and must acknowledge receipt of all addenda on the provided form. Bids must remain valid for ninety (90) days after opening.
